WASHINGTON—Attorney General Merrick Garland on Thursday named Robert Hur, a former U.S. attorney during the Trump administration, as special counsel to examine why classified documents were found at President Biden’s home and office, intensifying scrutiny of Mr. Biden’s actions after he left the vice presidency in 2017.
